Vice-prime Minister Hui Liangyu: Devote Great Efforts to Farmers’ Specialized Cooperatives.
In the Preface to the first issue of China Farmers’ Cooperatives Vice-prime Minister Hui Liangyu says that devote great effort to farmers’ specialized cooperatives and accelerate the development of management organization of modern agriculture.
The first professional periodical, China Farmers’ Cooperatives facing to national farmers’ cooperatives, started his first publication recently. The member of the Political Bureau of the Central Committee of the CPC, Vice-prime Minister of the State Department Hui Liangyu writes the Preface to the first issue for it. He emphasizes that farmers’ specialized cooperatives are the exploration and creation of the vast farmers and the essential method to stabilize and promote the elementary managing regulations and laws of countryside and to innovate the rural managing system; active promotion of families’ union and cooperation has great potential and hopes. We should follow the arrangement and requirement of the Third Plenary Session of the Seventeenth Central Committee of the CCP to devote great effort to farmers’ specialized cooperatives and accelerate the development of management organization of modern agriculture.
He says we should cultivate farmers’ new–style cooperative organization like the specialized cooperatives and other kinds of specialized organizations; promote the union and cooperation of farmers on the basic of volunteering; focus on the improvement of united organizing level. All of these is one important method to innovate agricultural managing system and change the model of agricultural operation. Proved by fact, it is good for promotion from unify operation to development of family union or cooperation through the development of farmers’ specialized cooperatives and cultivation of new-style cooperative organizations. Then it forms the direction alteration of diversity, multilevel and multi forms of operation service system. It is good for the development of Collective Economy, the strength of the organizing service function of Collective Economy, the development of every kind of agricultural socialized service organization and the improvement of agricultural organizing level.
Vice-prime Minister emphasizes that to assist the development of farmers’specialized cooperatives is the crucial part of the Party’s theory and policy “about the agriculture, country and farmers."; is the important mechanical finger of the agricultural and rural works under the lead of the Party in the market economy circumstance; is the efficient organizing method to increase farmers’ income, improve the whole quality of agriculture and motivate the construction of modern agriculture. We should conscientiously implement the spirit and every regulation of The Law of the People's Republic of China on Specialized Farmers Cooperatives and firmly establish a concept that assists farmers’ specialized cooperatives is equal to assist agriculture and farmers; make a further contribution to assistance and speed up the development. At the same time, we should pay more attention on using the regularity and protecting function of the law, using the guiding and supporting function of the policy, using the indicating, assisting and serving function of the government, using the leading and teaching function of the samples, using the maintaining and preserving function of talents, using the publication and guiding function of the medias and insist a long period to construct the farmers’ specialized cooperatives to a modern agricultural operation organization that leads farmers to participate the domestic and foreign competition.
Hui believes it is always needed to insist the correct publication direction, purpose of editing and policy of editing. Try the best to edit the China Farmers’Cooperatives to be the main position where public the policies and regulations of farmers’specialized cooperatives, the big stage where show the achievements of the development of farmers’specialized cooperatives, the new world where spread out the basic knowledge of farmers’specialized cooperatives and the flourishing garden where study the theory of farmers’specialized cooperatives.
On July 4th, China Farmers’Cooperatives held the premiere of the magazine in Beijing. Vice Minister of Agriculture Chen Xiaohua, Deputy Director of the Committee of Agriculture and Country of the National People’s Congress Yin Chengjie and former Vice Minister of Agriculture Department Wan Baorui attended that ceremony. The magazine is reasonable for the Department of Agriculture, hosted by the Institute of Management Cadre of Agriculture Department and it is published in domestic and abroad.
