According to the first inspection of this year of DA, take 3373 batches of raw milk examples from 2259 raw milk purchasing stations and 1114 transport vehicles among 29 provinces and all the content of melamine are match with the temporary regulation of limit value. 903 samples from 903 raw milk-purchasing stations of 13 main milk cow producing provinces don’t contain Amigen and the percent of pass is 100%.
March 27th to March 28th, DA examined 63 samples of 33 raw milk-purchasing stations in 6 counties of 3 cities in Inner Mongolia. The key target is ß-lactamase, and the eligibility is 100%. The agricultural and animal husbandry administration in Inner Mongolia Government frequently organized the Source Department of Inner Mongolia Meng Niu Dairy (Group) and Inner Mongolia Yili Industrial Group Co., Ltd, the two main enterprises to organize training programs for raw milk purchasing operators, managerial staff of raw milk purchasing station and dairy farmers including the producing management technology and relative laws or regulations.
On May 31st, the first neutral raw milk quality inspection center that runs for dispute arbitration service during the quality and security inspection between dairy farmers and dairy enterprises found in Inner Mongolia. At the mean time, Inner Mongolia started the first provincial website in China that is used for digitalized, standardized, and popularized management of raw milk producing and purchasing.
Professor Kong Xiangzhi, from Renmin University of China, carried out some investigations in Anda City and Du Meng County in Hei Longjiang province and Fu Meng County and New District of Northern Shen Yang in Liao Ning province. He investigated 12 raw milk purchasing stations in above 4 areas and he concluded that two provinces achieved extraordinary result in approving and issuing certificate of raw milk purchasing and raw milk transportation, implement of supervision and control responsibility to raw milk purchasing station, balancing the reasonable benefit among the dairy farmers, milk stations and dairy enterprises, promoting the “neutral determination” and strengthening the function of cooperatives or collectives.
Hebei province actively reorganizes and standardizes the dairy industry and basically set up the supervision and control system of raw milk quality and security inspection. The administrative departments of Veterinary Science and Animal Industry in provincial level, city level and county level add specialized unit to monitor the livestock products’ quality and security. 11 city level test centers have been authenticated with calculation and 49 raw milk quality inspection stations in dairy counties founded. This province also brings all the raw milk purchasing stations into the supervision and control region to monitor the positive reaction products and gets to the root of that matters. So far, not only the total milk cow’s number is increasing but also the large-scale breeding and mechanized milking are going up.
Said by one leading cadre of Animal Husbandry Department of DA, there are four main parts of work still need finishing indicating by the DA: First, accomplish the legalize reorganization of the main part of the purchasing station’s business operation; accelerate the approval and issue work of the purchasing permission. Second, actively take out a test system by the neutral part and regulate the sequence of raw milk purchasing. Third, continuously strengthen the standardized contribution and management of the raw milk purchasing station; take a further step to improve the ordinary monitoring system of animal husbandry departments. Fourth, strengthen the support of policy and technology instruction with breeding section; widen the standardized large-scale raising.
